A manifesto signed by Mr W. O'Brieii, M.P. (founder of the United Irish League and the All-for-Irelam] League) «nd Mr Healy, M.P., states that they will not hesitate to summon a conference of the All-for-Irelnnd League to discuss the Bill in the event of emergency requiring action.

Meanwhile they regard the passing of any Home Rule measure as impossible, and deprecate sectional demonstrations for or against the Bill.
