MELBOURNE, Jan. 22

"The Premiers' 'Conference resolved that it was unable to accept Mr $Ssher's Commonwealth Bank scheme, and adopted the following proposal in lieu thereof:

.:> "That, in consideration of the Comxaonwealth. Bank refraining from entering into the savings bank business, the States agree to supply, on loan to the Commonwealth Bank, a monthly amount equal to 25 ,per cent of the increase in the excess of the deposits over of the State Savings Bank, to operate from January 1, 1912, for a period of five years."
