While admitting that the Government's loan expenditure was justifia<ble, some of the expenditure ought not to be-incurred. The increase in the burden of taxation .was severe, and there had been no call for the proposed banking1 legislation.

Discussing New Zealand, the review says the Dominion continues to be fairly prosperous, though, owing to increased indebtedness and industrial unrest, the position is less favorable than in 1910.
