It is semi-officially announced that the Turks aboard the Manouba vainly attempted to charter a yacht at Mar.selles for the purpose- oi landing on a desert spot at Tunis or Tripoli. They were found in possession ot two small cases of surgical instruments .and a small quantity of medicaments. Doctors are now examining them with a view to establishing their status.

PARIS, Jan. 22. M. Poincaire contends that the French, and not the Italian authorities, are entitled to verify the Turkish passengers' credentials, and that the arrest between two neutral ix>rts i s illegal, inasmuch as the Convention of London, drawn up in 1909, has not yei been ratified. He claims the liberation of the Manouba's Turkish passengers. Italy has refused. ",
