BY CABLE—PEESS ASSOCIATION—COPYRIGHT. BERLIN, Jan. 20. During journalistic libel actions arising out of the Pan-German Morocco campaign, evidence revealed that Mr Lloyd-George's speech caused a reversal of German policy.

Herr yon Kiderlin-Wachter, Foreign Minister, after the despatch of the Panther, informed the journalist he wanted Mogadir at least, while Herr Zimmerman/Foreign Under-Secretary, told the Pan-German League: "We must stick to Agadir. We don't- want compensations. We want Morocco. , France offers Congo." . This was apparently a reference to M. Caillaux's private overtures.
