AMERICAN COMMANDER'S SPEECH.
♦ — "PERSONAL SENTIMENTS ONLY." BY CABLE— PRESS ASSOCIATION— COPYRIGHI NEW YORK, Dec. 28. Commander Sims, of the United States Navy, recently spoke in London of America's readiness, to shed her blood for Great Britain if the Empire were menaced. In consequence of attacks over the matter, Mr Taft has asked for a' report of the speech, in view of deciding if Commander Sims transgressed the rules of the service. Commander Sims declared tHat in His London speech he made it clear that he uttered his personal sentiments only.
