The Telegraph, commenting on the cable reference to New x Zealand's supply of mutton to Great Britain, said that it raised the question of the necessity of defending? the routes of the Imperial food supply and sources. This can only be done by maintaining an efficient navy. The .highest points of New Zealand's naval policy recognised this. The Commonwealth's did not.
