HARBOR BOARD FRANCHISE.

In the course of his reply to some criticism of the Harbors Bill the Hon. J. A. Millar, Minister for Marine, said his desire had been to equalise all the Boards, and to keep down the cost of election by taking existing boundaries. The Municipal franchise certainly was the wider franchise, but while he had no objection to altering the County Council franchise to bring it into line, it would mean printing a special harbor board roll every election. "I would not be surprised," Mr Millar added, "before the Bill goes through the House to see the Parliamentary franchise put into it."
