The Chamber of Deputies, Dy '212 votey to 176, voted no-co>nhdenca in the Government. The Cabinet reiignod, and M. Fallieres (the. President) lias accepted, the resignation. The motion was the end of several days' discussion on tlitf iMavy Commissioners' report,. General ±»icquart (Minister icr War) admitted there had been serious mismanagement in certain of the Departments and. promised rooiganisauon, bub urged that critics were ov€r pessimistic.
M. Delcasse (late Foreign Minister) followed. In a bitter speiaoh ,he attacked, the three preceding marinei Ministers and taunted the Premier (M. Cletrnenceaii!) with seeking to evade his responsibility. The money which ought to have built several ships had, he said, been wasted u]:»on one ship. Inferior boilers had bean ordered instead of Belville boilers. Such a catastrophe as the loss of tho Jena might havei been averted. M. Clemenceau ridiculed M.. Delcasse in presuming to talk of recklessiness, seeing he led France into tlie Algeciras affair, which was the greatest humiliation France had been subjected to for 20 years!. Amid cheers M. Delcassa vigorously dissented. M. Clemenceau, continuing, said: Jou brought us to the gates of war when we were unprepared. 1 have not humiliated France. M. Delcasse: You! 'have humiliated .her. After voting, M. Clemenceau and his Ministers quitted the Chamber. Tha crisis was quite unexpected, and was due to M. Ddcassei's brilliance, and M h Cleonenceaoi's violence alienating his supporters.
