APPOINTED LORD PRIVY SEAL. tPRESS ASSOCIATION.! LONDON, July 20. Lord Selbome, K.G., has beiem appointed Lord Privy Seal, in succession to the late Marquess of Ripon, SOUTH AFRICAN CONGRATULATIONS. CAPETOWN, July 20. Dutch and English papers in South Africa congratulate) Lord Sejlborne on his appointment, which they consider j is well deserved, his) statesmanship having prepared the way for the union of South Africa. Lord Selbourne has been Governor of the Transvaal since 1907 and High Commissioner of South Africa since 1905. He was educated at Winchester and at the University College, Oxford, where he graduated B.A. From 1882-85 he was assistant private secretary to the Secretary of State for War and Chancellor of the Exchequer. At different times he represented Bast Hampshire and West Edinburgh in the House of Commons. His next appointment was that of TJnder-Secretary for the Colonies, which he held from 1895 io 1900. From 1900 to 1905 he was First Lord of the Admiralty. Then followed his appointment in the Transvaal, of which lie has now been relieved.
