BERLIN, December 6. The Bloc tendered to Prince Bulow in the lteichstag, amidst theiv sup porters' cheers and opponents' hilarity, an assurance of allegiance. The uproar , during the rest of the silting of the Reichstag was so great tbat the Imperial Estimates and the new Navy Bill were read firstly without discussion. * A Bill for the renewal of the favored tieatmenb of the British Empire for another two years was read a first and second time. It is' understood that all parties favored the Bill. LONDON, December 6.
The Times' Berlin correspondent suggests that Prince Bulow wished for an opportunity to crack the Government whip before really serious finance and other matters were discussed.
By this means he secures the Bloc's binding confession of faith. They are thrown on their own responsibility in regard to the crisis, and this will safeguard Prince Bulow's own position.
