HARBOR BOARD.

The Xew Plymouth Harbor Board met on Friday (the Xtw Plymouth Herald w- i ports). Present— Messrs J. B. Conneftt (in the chair), G. McLean, J. Thomson, J. Ward, D. Hughes, J. Hine, jun., E. Maxwell, ft. Price. OPPOSITION TO ffHE PROPOSED LOAN. Mr F. Archer (clerk to the Waimate Road Board) forwarded the following resolution passed by his Board :— "That this Board strongly protests against having the burden of an additional harbor rate put upon the ratepayers of the Waimate Road District ; that they consider it unjust that this district, is included in the New Plymouth Harbor SpcciaJ Rating District, as the ratepayers of this; district derive very little, if any, benefit frcm the New Plymouth. Chairman of th& Taranaki Petroleum Company, Limited, wrote a§k- j ing upon what terms the Board would change the tenure of the lease of some 85 acres held from the Board by Mr A. Getorge, Omata, from that of an' ordinary lease having between ten and eleven years to run, to a leasa-in-perpetuity, with, a revaluation every 21 years. T!lie company proposed to erect a refinoiry costing many thousands of pounds (the amount could nof. be definitely stated at present), with all necessary buildings, and a line of Kills to connect with the Government line to the wharf, and this no donbt in the near future would the payment of considerable sums for wharfage, or perhaps even increased sMpping to the port The balsnco of, say, ten jreurs of ths present lease would not justify the company in spending the requisite amount jn permanent works, whSoh would mean the erection <A many buildings to cover the plant, and later on tho erection of a considerable number of workmen's homes Mr Maxwell said it would be unwise for ibx> Boaa-d to part with, these lands, as it might want them at any time. On the. motion of Mr Hone, seconded by Mr Maxwell, it was resolved, ''That the Board's solicitors be instructed to furnish an opinion as to the Board's position in reference to the sinking fund; and, with regard to borrowing the present loan, whether it will be obligatory on the Sinking Fund Commissioners to pay the whole of the funds "in their hands towards liquidation of the present ?tan, so that the Board would only have to borrow the balance of £140,000, <or whether they should retain the funds and allow them to accumulate for the puirpose of the liquidation of the whole loan, and consequently the Board have to re-borrlow the whois
