Reuter reports that M. Stolypin told tihe Powers he was determined to co-oper-ate with the Duma to secure peace. This led to a resumption of the negotiations with Britain which were interrupted in October.
The "reactionaries, who form the majority of the Council of the Empire are organising a systematic opposition to the Government.
