A4> a meeting of the Budget Committee to-day Yoshiro Sakatani, the Minister of Finance, stated the Government had definitely decided not to (resort to new foreign loams. He said he was assured by the Treasury Department that the Budget of 1908-9, about which was the chief anxiety, would insure a surplus. More than 50,000,000 dollars vrae, due Japan, ihe said, for tne maintenance of Russian .prisooens, but the receipt/ of this sum was somewHat problematical, as the Russian and Japanese estimates of the amount due differed. The authorities oontemp&te an increase 01 fifty-two regimental districts toaeventysix, with a view of organising divisoms more readily in <?ase of emergency.
