ST PETERSBURG, .Januairy 25.

The first step in the proposed internal reorganisation of the Russian navy was taken to-day by tihe issuing of *a ukase which reversed the system of decentralisation that has existed for the last tan years, anii concentrates the power and responsibility fox the direction of the fleet in the .hands of the Minister of Matine. Under this new order Admiral Dikoff, who was appointed a few days ago as commamder-iin-chief of the fleet, becomes vitually tJhe commanding admiral, and is in direct charge of all ships. This new policy is a complete change from that punsued when, the Grand Duke Alexis -headed the navy. Then the acting Minister was a mere civil functionary, and the hanidliing of the navy proper was entrusted to the Naval Chief of Staff.
