[PEESS. (Received January 24, 12.55 a.ln.) SYDNEY, January 23. The Royal Commission appointed to en-

quire into the railway coal contracts, has drawn up a majority report., finding that the contract entered into was not wi6e, but that there was nothing to show that it was improperly made. A minority report holds the Commissionens blameworthy fpr'"entering into such a contract.
