Herr Bebel, in the Reichstag, implied that the Kaiser was the chief cause of the tension with Britain as he gave the signal for the increase of the fleets of all countries, yet th© alliance between Britain and Germany meant the lasting peace of Europe.

Count Bulow declared it was nonsense to pretend that Germany was pursuing aggresive plans against Britain. He characterised the assertion that there had been a violent collision beiween the Kaiser and King Edward as idiotic lie 6, and said it was untrue that- Germany was ever on the point of declaring war on .Britain, or had ever irritated or provoked .Britain. Germany only claimed the 6ame elbow room in matters of commerce, industry,and navigation as others 'enjoyed.
