PROPOSALS FOR A NEW TARIFF

WASHINGTON. November 6.
Baron Sternburg, German Ambasador at Washington, in proposing a new commercial treaty, said there must be a change in order to avoid a tariff war. He added that Germany was anxious for a treaty whereby such a war would be avoided and good relations preserved.
Mr Root replied that he earnestly desired to avert trouble, and wished for an opportunity to negotiate for a treaty which the Senate would approve, but it wa9 doubtful if he would be ab^e to frame such a one. He wished to be shown the basis of negotiations which are likely to be successful, but he could not submit to the Senate a treaty not meeting with the Senate's views. If Baron Sternburg would submit the basis of a treaty the Senate was likely to ratify, then the tariff experts would be asked to report thereon.
