OTTAWA, October 25. Sir Frederick Pollock, after a tour in Canada, addressing the Montreal Board of Trad©, 6aid the time was not ripe for a complete and close union between the various portions of the Empire but closer commercial relations were possible by means of an Imperial Intelligence Bureau, with headquarters in London, which would form the basis of a system of commercial laws within, the Empire.
