' The Marquis Yamagata, ex-Prime Minister, when interviewed, said that had the war continued the loss of life and treasure would not have been compensated by resuHs. An adequate repayment was hopeless.
The Marquis said he was absolutely certain that Harbin could hare been captured. and no apprehension on that score had the slightest on the Government's decision.
It is reported here that Generals Nogi and NckTzu have resigned.
