ST. PETERSBURG, Sept. 8. Thousands of armed Tartars surround Christian workmen at Baku. The Governor telegraphed to St. Petersburg that his troops would be overwhelmed unless relieved at once. Desperate attempts were made on the
military camp and provision depots at Balakhany, but were repulsed. Thousands of the assailants were killed. The Tartar' rising completely surprised the authorities. It is believed to be connected with a carefully planned Separatist movement fomented by Turkish emissaries. The peasantry are rising in many parts of the Caucasus, and are attacking nobles' estates.

ST. PETERSBURG, Sept. 8.
The Viceroy of the Caucasus has sent artillery to Baku with instructions to restore order at any cost. Sir Chas. Harding, British Ambassador at St. Petersburg, has demanded protection of British lives and property. There are nearly 100,000 workless fugitives. The whole oil industry is ruined, involving a loss of twenty million sterling annually of State revenue from excise. Corrupt officialdom, coupled with Pjinoe Galitzin's policy of setting the Tartars against the Armenians, is considered responsible. - The oil companies a week ago warned the Government, and vainly implored that troops be sent.

FRESH DISTURBANCES AND MURDERS.
(Received September 9, 9 a.m.) ST. PETERSBURG, Sept. 8. Russia is expending four million sterling on cereals for the famine-stricken provinces. A court-martial at Warsaw sentenced Johann Raspaak, a well-known ex-editor and Socialist leader, to death for killing four policemen who were trying to arrest him. Fresh disturbances were the outcome of the departure of the reservists at Libau. The' soldiers fired a volley into the crowd, killing 15. Soldiers stormed the barricaded hospital at Balakhany, Baku, and Bayonettea, the men working the barricades.
