(Received August 14, 10.21 p.m.) LONDON, August 13. The New York correspondent of the Times says that as the powers of Baron Komura and M. Tachaira are less comprehensive than those of M. de Witte and M. Rosen, it is supposed the Japanese are keeping the conference alive until fresh instructions are received.
