LONDON, August 2.
Lord Roberts, addressing the London Chamber of Commerce, declared that the army is no better prepared for war than it was in 1890. If fighting Russia in Afghanistan we would, he declares, be unable to supply the men required. There was also a most serious deficiency of officers. We have no option but to introduce universal training and service' for Home defonc-j.
