CONTINUANCE OF THE WAR.
THE CZAR OBDURATE,
ADVICE OF THE KAISER.
(Received March 20, 1 a.m.) LONDON, March 19. The Daily Telegraph's St. Petersburg correspondent states that the Czar is obdurate on the war question. The Kaiser, at any rate until recently, advised a continuance of the war on the ground that the privileges of Russia, of autocracy, nnrl Christendom demanded a triumph of the white over the yellow race.
