Tho Japanese press ridicule the findh.g as a conclusion without a premiss, and which is calculated to discredit the international Courts. The Russian press amplify the comp'iments and minimise the censures. The public is disappointed.
The American press is sarcastic over the determination to whitewash Russia.
Admiral Davis considers the report practically sustains all the English case. The Temps regards the report as wholly opportunist and perhaps fictitious, and the Bepublique Francaisc says England practically wins.
