(Received February 27, 8.54 a.m.) PARIS, February 26. Admiral Founder read the report in French. Admiral Rozlidestvensky is responsible for the order to fire, which was in cou.sM|UPiiee of the trawlers' green flare, sigiiiil arousing suspicions aboard and Admiral Kniazsouvorff's (commander of the Kantchakas) wireless telegram, that he ' was attacked on all sides by torpedoers. The majority of the Commission are of opinion that the Aurora provoked the first fire; that Admiral Rozhdestvensky's firing was unjust if the trawlers were regularly lighted, and the attitude was not hostile, and that no torpedoers were on the scene. The duration of the firing was longer than necessary, though Rozhdestvensky endeavored to prevent firing when the trawlers were recognised at such. The Russian Commisioner dissents from this, declaring the hostility of the trawlers was the. cause of the firing. hi conclusion, the Commissioners declare that the opinions formulated do not reflect on tin: martial qualities of Admiral Rozhdest\ensky or the sentiments of humanity of ttozhdestvensky or the squadron.
