LONDON, October 7. Count Okuma, formerly Minister for Foreign Affairs, in an address at Tokio, <aid it was impossible to foretell the duraton of the war. He predicted * two years' war. The cost to Japan would be about two thousand million yen (£20,000,000), and to Russia three or four thousand million roubles (£26,000,000). Russia had reached the limit of her borrowing and taxation, while Japan 1905 would borrow five hundred million yen if she could secure a hundred and fifty million abroad. The country must face the depreciation of its securities. Count Okuma urged the nation to husband its resources. He had the fullest confidence in the ultimate victory of the Japanese arms.
