the reply is that that is already a serious defect, and that his proposals would intensify it. The answer is that under the complete system of enrolment to be adopted there would be very few applications after the main roll was compiled, but there seems to be a good deal more weight in the argument that the perfection of the new system of the departmental enrolment of all over 21 years of age has y«t to be proved, while, on the other hand experience shows that no matter how late the rolls close some people will put off registration to the last possiole moment. There is some force, 'too, in the observation that if so few applications will come in for late enrolment it is hardly worth while weakening the checks for them. The provision for enabling persons away from home to vote by telegraph or on rights was defended by the Minister, and his arguments are certainly forcible. Why, he asks, should a man who happens to be away from home from home on business, or even on pleasure,, be refused facilities for recording his vote? But here again the number of persons concerned must be very few, and the interests of purity and fair dealing in elections should be well safeguarded before the individual cases of hardship are considered. The second ballot and the various provisions to prevent I the splitting of party votes are not of I very great practical importance, but they will tend if approved to increase the power and influence of political organisations, which may not after all be a very desirable thing in the interests of the people as a whole. Some progress has been made with the bill, and if possible the law ought to he settled this session, but if Parliament is to rise at the end of the current month the bill may have to be held over.
