Mr Carruthers hopes to alter the status of the State Governorship to that obtainin;; in Canada. Civil service salaries are I not touched, but by re-grading the promotions £150,000 per annum will be saved for three years. The Agency-General is to be abolished. The Local Government Bill is to be the chief work for next session. Loan expenditure on public works could, without injury to the community, be reduced to a million annually. During the present year £2,400,000 is required to be borrowed to mret loans falling due.
