A JAPANESE LOAN. GRIPENBERG'B ARMY VIEWED WITH CONFIDENCE. ( (Received September 30, 7.38 a.m.) LONDON, 'September 29. Japan issues an £8,000,000 5 per cent, internal loan at 92. Tha Japanese press is undismayed at the raising of Gripenberg's army, and expresses confidence that Japan will be able to place in the field a larger and stronger array than Russia, while the arsenal at Kure will be equipped to construct battleships, and big guns will be constructed at Osaka.

Two pistons of the cruiser Obeg have burst, indefinitely postponing her departure. Russia has ordered eleven destroyers and four cruisers to be constructed in France.
