SIR JOHN COCKBURN'S VIEW.
(Received September 28, 9.55 p.m.) LONDON, September 28. Sir John Cockburn, in a letter to The Times, referring to Lord Rosebery's preface to Mr Herbert's book, that nothing in the preference tariff is incompatible with tho maintenance of colonial fiscal independence.
