THE DUNDONALD INCIDENT.
LONDON, September 22. The Daily Chronicle states that Mr Borden. Canadian Minister for Defence, has issued a statement in which he declares that Lord Dundonald wanted to change the name "militia" to "army," and recommended compulsory training of boys from 14 to 18 years of age, and a large increase in the permanent force.
