(Received September 23, 7.32 a.m.) LONDON, September 22. Tho Argentine Republic denies selling warships to Russia.
CREWS UNDER SURVEILLANCE.
At Japan's instance tho Askold and Grosovoi's crews remain aboard under tho surveillance of the Chinese warships. (Received September 23, 9.20 a.m.) LONDON, September 22. A French correspondent at St. Petersburg states that military circles severely criticise General Kuropatkin's tactics. The Czar is disposed to accept tho advice of the Minister for War, and order offensive tactivs, owing to the increasing demoralisation of the army. Owing to differences with the authorities most of tho Russian war correspondents have been ordered home.
