RUSSIA MUST EXTRICATE HERSELF. NO HELP FltOM FRANCE. (Received August 3, 7.52 a.m.) LONDON, August 2. The paper Debats says with reference to Russia's fresh difficulties concerning neutrals that the popular ' voice of France is determined that Russia must extricate herself as France is indisposed to oppose England, whose entente is daily more essential. CONTRABAND OF WAR. BRITISH PROTEST TO RUSSIA. (Received August 2, 10.22 p.m.) LONDON, August 2. In the House of Commons, Earl Percy, Parliamentary Under-Secietary to the Foreign Office, announced that Gnat Britain had protested to Russia against the inclusion of food stuffs in the list of articles declared contraband of war.
