[fress association.] (Received July 29, 0.56 a.m.) ST. PETERSBURG, July 28. M. de Plehve, Minister for the Interior, was assassinated by a bomb thrown into his carriage. M. d» Plehve was on his way to the Czar, when a man rushed from a restaurant on Ismailovsky Prospect, which is nesir a station on the Warsaw railway. M. d« Plehve was horribly mutilated. Thft left arm and legs were dismembered. Th«» coachman and horses were killed, 'and the carriage wrecked. Several persona driving near were injured.
