In reply to questions, Ministers stated This is not the time to enlange lending powers under the Local Bodies Loans Act, 1901, the stringency of the money market still continues and our available funds for loans under that Act and the Act of 1893 must be carefully conserved; It is not the intention of the Government to bring in a bill raising the maximum limit to £10,000 for waterworks within boroughs ; That it would appear there are no big guns to be presonted to the colony by the Imperial Govenment as trophies from the South African war, the treatment of self-governing colonies by the Imperial Government in respect to these trophies is very unsatisfactory, as trophies which would have been prized by the people of New Zealand have either been broken up in thousands or are allowed to rot and rust ; That the difficulty of getting young men to enter the service of Education Boards as teachers has given the Government great concern; That a bill dealing with the whole matter of charitable aid has already been prepared ; That there is at present no necessity for motor cycles being provided for police purposes the ordinary cycles in use being much more preferable in every respect. ELTHAM - OPUNAKE RAILWAY.

Mr Major asked the Minister for Public Works when he intended to redeem his promise to obtain a detailed survey and estimate of the cost of the OpunakeEltham railway. Mr McGowan replied that hitherto it had been found impossible to detail an engineer for this work and it will be some little time before the survey can be undertaken.

LAND BOARDS BILL.

Sir W. J. Steward gave notice to introduce the Land Boards Bill. / BILLS INTRODUCED. The Police Offences Act Amendment Bill (Ward), and the Oxford and Cust Rood Districts Alteration of Boundaries Bill (Buddo) were read a first time. GOVERNMENT WHIP.

' Mr Seddon announced that tire vacant position of Government Whip had been offered to Mr A. W. Hogg (Mast«rton), who had accepted it. The adjournment of the House was moved, and the usual discussion took place on a variety of subjects opened up by the Ministerial replies given to questions.
