President Roosevelt, •> acting ou the artful aidtvice of • -Senator Lodge and lawyers, nomimßfced '^Briffa- , dier-Oencral Wood (who recently # inflicted a crushing defeat on the Filipinos), as Major-General, and also re-nomina-ted Doctor Crum, a negjro. President Roosevelt's previous nomination of Dr. Crum as Collector ot Gustoms alf Charleston raised the fluestion whether colour was a bar to selection for Federal office and was strongly resented in certain sfuarters. ,'
