It is understood that when the Land Bill is in Committee, a proposal will be nude by one of the country members for a change in the present system of balloting for land. The method of ballot now in force has been freely criticised more than once this session, and the proposed amendment will, no doubt, arouse an interesting debate. A return is to be asked for by Mr Napier which will show the number of deaths which have occurred through the administration of chloroform during the ! ten year 3 ending the 31et August, 1902, the return to specify the number of such deaths in each provincial district, and the number that occurred in hospitals or other public institutions. It is Mr Barclay's intention to seek to further amend the Fisheries Conservation Bill by giving power to the holder of a license to traverse the bed of any stream over which such license extends, and any land within one chain thereof, provided that such land is not part of a garden or orchard. This new clause will expressly stipulate that such entry shall not be deemed to be a trespass on the lands of any riparian owner. — Times.
