CONCESSIONS TO FARMERS.
TO THE EDITOR,
Sir, — At the meeting of the Manaia branch of the N Z F.U., the president made some very apt remarks on the recent speech of the Postmaster-General, in which he claims that the Government has made great concessions to farmers. Mr Foreman is right in pointing out that the concessions enumerated by Sir Joseph Ward as having been granted to farmers were granted to all, and also that they more directly benefit commercial men than farmers. I only wish to refer to one, that is, the reduction of postage to one penny. This reduction is certainly moro benefit to merchants, lawyers, etc., than to farmers. If, however, the Government i wish to make a special concession to farmers through the PostmasterGeneral's Departtnenf, then let us have rural postal delivery. Farmers, in fairly closely settled districts, are quite entitled to have their postal matter delivered ; we do not say that the carrier should come to each house, but deliver to and receive from private ', boxes properly affixed at convenient places on the road side. Such delivery might include the sup- , ply of postage stamps, postal notes ( and post office money orders ; or it might be confined to simple delivery and collection of postal matter at the road-side boxes. The more extensive scheme is carried out, I believe, in many parts of America, at any rate, delivery and collection is undertaken as suggested ; and there are places in New Zealand too where letters, etc., are delivered along country roads. Rural postal delivery would render unnecessary so many very small post offices, and would, no doubt, in very many places be used for the distribution of local newspapers, for which many would willingly pay the half-penny postage if delivery could be ensured. You, sir, might help in this matter, and so might the M.H.R.'s for our country constituencies, and with a little pressure, and a big surplus, the thing wiU be got. — I am, etc.,
