London, January 14. At the inaugural meeting of the London Liberal Federation Sir H. Campbell - Banuerman advocated a settlement in South Africa by assent, not force, and favouring negotiations, not subjugation. He declared that lord Milner and Mr Chamberlain wero obstacles in the way of peace. Referring to Lord Rosebery's speech, he declared there was no differenco between his views and those of Lord Rosebery with regard to tho future settlement of South Africa, and rejoiced at the return of Lord Rosebery to public life.

Lord Rosebery's name was frequently hooted, while the names of LloydGeorge and Miss Emily Hobhouse wero received with an ovation.
