Received January 23, 9.80 a.m. London, January 22. British officials collect customs duties at Delagoa Bay on all goods destined for the Transvaal, handing 15 per cent, to the Portuguese. Bennett Burleigh reports that a majority of the Bond members have commissioned the Afrikander leader Merriman to counsel Kruger to abandon the hopeless demand for the Boer independence. Eruger is further advised to seek the federation of the South African States, giving the colonies local control on a population basis, thus avoiding direct Crown government. Received January 22, 5.83 p.m.
Melbourne, January 22. Tbe Hon. R. J. Seddon visited Colonel Francis aboard the China. He is still seriously ill with enterio, and unable to leave his cabin.
