[PARLIAMENT \ LEGISLATIVE COUNCIL. Fbtday, July 21. * The Counoil met at 2.80. { * Most of tbe afternoon was devoted to . the consideration of the Immigration Restriction Bill in committee. The' first six olauses were, passed unaltered, progress being reported at clause seven. The 1 Factories Act Amendment Bill was read a second time, and referred to the Labour Bills Committee. The Council rose at 4 o'clock. ' The House met at 2.80. The Government Life Insurance Acts Amendment BUI was introduced by the Governors's message and read a first time. The report •of the M to O Public Petitions Committee, recommending that all petitions presented last session and not considered should be dealt with this session was adopted. QUESTIONS. ! Replying to Mr Taylor, who asked whether the Government intended to inaugurate the penny inland postage, Mr Seddon said it all depended upon circumstances. Replying to other questions Ministers said, That the Government would, as far as possible, endeavor to bring present disjointed railway and steamer coastal services into connection, so enabling mails to be delivered between Auckland and Dunedin in about 54 hours. To effect that purpose, however, the Government could not disorganise the whole railway service to the disadvantage of ordinary traffic. That question, of appointing public land officers at the principal centres of population >to enable' people to obtain legal adrice> and Assistance in Courts of Justice at a cost to. be fixed by statute, was a question of money. If the Government supplied cheap land in oities it was more necessary that a similar concession should be given in the country. That if it was found that a consider* able length of overtime was worked by bank clerks and clerks in mercantile houses without extra pay enquiries would be made, lt was a matter of deiicacy, however, as although an inspector might see a light in a bank or business house at night he might find the owner or manager at work instead of a clerk. That enquiries would be made, and if it will not disturbe the revenue too much, the Government would modify the charge on postage on newspapers 10 England. That Government did not approve of a number of members of the Legislative Council being reduced to half the number of the House of Representatives, and that reform of the Legislative Council was a matter that should be referred to the eleotors to decide and was such an important matter that it should be introduced by a bill. That Liberal organiser was paid by Liberals and uut of Liberal fund. In view of dispute with Midland Railway Company, the Government did not think it wise to advise that the contract do 6& not prevent land boards dealing with applications for taking up land io districts interested. It was admitted that the shutting up of land was driving population from the district, but pending decision of the dispute now being beard between the Government and the Company, it was better to leave the matter alone until the case was settled. Replying to Mr Taylor, who asked the i difference between Ministerial travelling ! expenses and travelling allowances, . Mr Seddon said he was pleased that Mr Taylor had asked a question about which he (Mr Taylor) knew everything. He would therefore leave the questioner in that situation. That the Government would refer to a committee the question as to whether decisions of Arbitration Courts are operative the whole colony. That the sooner the licensing law was altered .to give magistrates discretionary power in the matter endorsing licenses in the case of unwilling breaches of law tha betcec it would be for administration of justice. That the Government were making enquiries regarding the establishment of direct communication between the colony and Manchester and Liverpool. That the payment of £3 3s to Wardell and £3 Is to Poynton for the Police Commission was in accordance with law. OTHER BUSINESS. The Public Contracts, Government Accident Insurance, Mortgages, and Employment of Boys and Girls Without Payment of Wages bills were read a second time. The consideration of the Lands for Settlement Act Amendment Bill was resumed in Committee. Several amendments were made, and new clauses added. The bill as amended was reported to the House, and act down for consideration on Tuesday. The House rose at 2 a.m. FDR SALE, A DAIRY FARM, nnENDOS wantad for tho pur_i_ chase of the.
