Berlin, December 7. The Emperor raad a speech at the opening of the Beiehstag whioh approves of the Czar's conference re international disarmament. He also read the preamble of a bill increasing the effective peace-footing of the army to 502,506. He said although the Czar's action precludes attack from the east, disarmament must not be expected, hence military preparations were being continued in Germany.
