THE QUEEN'S SPEECH.

LONDON, Febuary 4.

Tbe British Parliament opens to* morrow. In tbe forecast of the Speech from tbe Throne it is declared that foreign relations are peaceful and satisfactory, and that there is a cordial understanding between tbe Powers interested regarding ; the war in the East. Referenoe is made 2to the tronbles in Armenia and the jappointccent of a Commission to enquire 'into the alleged atrocities. Sympathetic allusion is made to the depressed condition of the agricultural industry, and a hope is expressed for a revival of the profits. With regard to Ireland, reference^, is made to the improved condition of the people, and it is mentioned that the crime statistics for the past year reached the lowest level on record; Promise is made of measures dealing with Irißh land, the Welsh Oburch, local option, the abolition of plural voting, payment of returning officers, and tbe payment of election expenses.

LONDON, February 5.

Tbe Speech from the Throne confirms tbe Anglo-French Sierra-Leone frontier settlement and the additional bills mentioned as likely to be introduced are those for unity of London, factory amendment, conciliation of trade disputes, oounty government, and Scotland and crofters.

No reference is made in tbe Speech with regard to tbe proposed movement against the Houße of Lords.

Tbe Parnellite Party intend to move an amendment to the AddreßS-in-Beply in favor ot t»n amnesty being granted to prisoners incarcerated for dynamite offences.

It is not yet decided whether the Opposition will propose any amendments to the Government proposals.
