Normanby Licensing District.
(fbom a cobrkspondent.) The annual licensing meeting was held on Tuesday, June 7. Present— O. RBayley (chairman), F. Sisley, Geo. HftH, Jas. Coleman, and A. Barke. APPLICATIONS. There were three applications for publicans licenses, all from new applicants for old houses, viz : — from William Wales for the Normanby Hotel; from William Mathieson for the Commercial Hotel ; and and from William Gwynne for the Im* perial Hotel. POLICE REPORT. The police report went to show that in the case of Wales' and Gwynne's applications in eaob case the house, premises, and furniture were in fair condition ; that the manner in whioh the houses bad been conduoted during tbe past twelve months had been satisfactory ; that tbe character of the persons frequenting the same wai generally good, and that there were no objections. In the oase of Matbeison'e application the bouse, premises, and furniture were reported in good condition ; that the house had been oonduoted satisfactorily during the past twelve months : that the character of tbe persons frequenting it was generally good, but, thai Matheißon had been married to one Marj Anne Tiller (her former husband being then alive), who had been arrested on c charge of bigamy, but the grand jurj threw out the bill owing to the prinoipal witness being absent through illness, and Mathelson had continued to live with h«i as his wife. It was resolved unanimously by thf committee that, as there were no objeo jectio-QB, the applications of W. Walas anc W. Gwynne be granted. In Matbieson's case, Mr. Barton solicitor, appeared in support of the appli cation, while Constable Salmon, actiof under orders from Mr. Polioe Inspeoitoi Pardy, appeared to uphold the objaoti.or set forth in Sergeant Qainn's report. Mr. Barton objected to Constable SalmoE appearing, on the grounds that he had &c locus standi t and quoted section 64 of the Licensing Act, 1881. Constable Salmon was heard in reply and quoted section 59 in Bupport of hit appearing to oppose tbe granting of th< license. The committee ruled that' Conßtablt Salmon bad no locus standu Mr. Barton said the charge of bijjamj against his client's wife had never beer proved, anc't her oharacter was still, in the eyes of tbe law, as good and free fron reproaoh as though such a charge bac never been laid against her. It waß t mere assumption that the bill was throwr out for the reasons reported. It was unanimously resolved that Mr Matbieson's application be gran ted. Tbe meeting then adjourned. Another correspondent writes : — The polide report was silent as to the charaotei of the applicant for the Normanby Hotel (William Wales), who was on the 13th oi May of tbe present year bound over fox a period of 12 monihs to keep Uis peace under a bond of £50. What reliance can be placed on a polioe report ?
