Hon. J. Morley, in his speech on the occasion of accepting the freedom of the city, ridiculed tho idea of settling tbe question of Home Rule by the counting of purses instead of heads. It is his opinion that the policy laid down by the Government, coercion, had utterly failed, and that tbe peasantry have been compelled to offer defence. He felt sure that peace in Ireland would not prevail until a popular system of Home Eule had been conceded to tbe people.
