LONDON^ September 1.

In the House of Commons, yesterday, a spirited discussion took place on the action of the Government in proclaiming the Nationalist meeting convened for Sunday next, at Ennis, County Clare. In the course of the discussion Dillon declared the meeting would be held notwithstanding the proclamation, and if bloodshed occurred, the Chief Secretary of Ireland would be responsible for consequences.

In the House of Comruons to-day, a question was put to the Secretary of the Colonies regarding a statement published on 26th ultimo that the Pope had announced that the propaganda, in response

to an offer o? land from New South, was enliiting missionaries to undertake the civilization of natives. In reply Sir Henry Holland said there was no foundation for any statement that such an offer bad been made by tbe New South Wales Government for tbe purpose named. Australian mails, per Orient steamship Chimborazo, Melbourne July 22nd, were delivered to-day. September 2. In the House of Commons to-day, Sir Henry Holland, Secretary of State for the Colonies, in reply to a question, stated tbat tbe Government wouid treat New Guinea under the New British Settlement Act. News is to hand from Central Asia that skirmishes took place on the 6th ulto., near Zulfika, Northern Afghanistan, between bodies of Heratees and the Russian troops and that the Russian garrison at Earki, on the Bokaran frontier is proceeding in the direction of Herat. September 3. Shaw, Saville's steamship Tainui, from Lyttelton (July 23), arrived at Plymouth to-day. Her cargo of frozen meat is in good condition. Large forces of military and police have been despatched to Ennis, County Clare. A meeting is to be held there to-morrow. It is expected that fully 40,000 persons will attend the meeting, which will be addressed by Mr. Dillon and other members of Parliament. CONSTANTINOPLE, September 1. It is announced that the Porte has agreed to the Russian proposal tbat General Ernnoth should proceed to Bulgaria as sole agent. September 3. The Porte has asked the German Government to endeavor to induce England, Austria, and Italy to consent to the mission of the Russian General, Emrott, to Bulgaria. BERLIN, August 22. It is announced that the Emperor William, Crown Prince, Bismark, and Count Kilnoky will meet shortly at Stietian. The Crown Prince has returned to this city from London. An official bulletin has been issued stating that tbe Crown Prince is progressing favorably, and his general health returned, but that return ot the growth in his throat is not impossible, and absolute rest to voice and avoidance of cold aod damp imperative. ROME, September 2. Viucent Barrington is a delegate from the British Royal Commission, now in this city, tor tbe purpose of urging Italian merchants to participate in the Melbourne Exhibition. Tbe Chambers of C»inmoree at Turin Genoa, and Milan are in favor of the proposal. SOFIA. September 2. Stambuloff, a known Russophobist, baa formed a new Cabinet in succession to Stoloff. CALCUTTA, September 2. The latest news to hand from Atghanistand states that the gout, from which the Ameer is suffering, has now reached his lungs. SYDNEY, September 4. The Revs. George Brown and Hatcher, the remaining delegates of the Wesleyan Commission to Tonga, have returned here by the steamship Lubeck. They report all was quiet at Tonga, and express a hope that some means will be devised by which the two churches there will be united. They retuee to divulge the doings of the commission, as their report will be laid before the Wesleyan Conference on Wednesday next. The Lubeck brings news of the arrival ot the German squadron at Samoa, but its object had not been divulged. ALBANY, September 4. The P. and O. steamship Rome arrived to-day from London, with mails to sch i August. !
