Rouvier, the new French Premier, ' has issued a ministerial programme, in < which he states that he has accepted the amendments of the budget committee, involving retrenchment in the expenditure to the extent of sixty million francs. He likewise indicates that the Ministry will maintain a firm foreign policy, combined with prudence. The Radical members of the Chamber already manifest great hostility to the new Ministers. The Australian mails per Ballarat (Melbourne, April 20), and those per Oroza (Melbourne, April 28) were delivered to-day. PARIS, May 30. Last night General Boulanger, late Minister of War, issued a farewell order, in which he urges upon tbe army fidelity r to law and the constitution. ■ ' M. Ferron, the new Minister of War, on assuming office, also issued an order, in which he declares his intention of pursuing the same policy of military reform as tbat adopted by his predecessors, and further to devote himself to increase the - f defensive forces of the country.
