The speech referred to the recent conference of Liberal leaders, and stated that although there are still grave obstacles to surmount, the conference had increased the hopes for unity, because all sections of the party showed a sincere desire for a settlement of the land question in Ireland, to be effected by united action of the Conservative, Liberal, and Irish parties. He reiterated his plan for autonomy for Irelaud, similar to that enjoyed by Canada. January 24. The death is announced of Sir Joseph Whitworth in his 83rd year. In a number of churches in London yesterday the Socialists again hissed when prayers for the Queen were read. ROME, January 22. Monsignor Rampolla delTindalo, Papal Nuncio at Madrid, has been appointed to succeed Jacabine, as Papal Secretary ; not Vanutilli, as previously announced. WASHINGTON, January 22. The proposed treaty between the United States and the Hawaiian Islands was under consideration of the Senate to-day. A clause was added, granting the United States the Pearl river in the Island of Oahu as a naval coaling statioiu The consent of the Hawaiian Government to the proposal is considered doubtful. PARIS, January 22. The Ministry have withdrawn the amended Budget, and accepted the proposals of the committee of the Chamber, thus averting a crisis. A debate on the colonial question took place to-day in the Chamber of Deputies. M. Frippel (sic), iv a speech on the occasion, stated that the former mission of France to unite the New Hebrides has been partially resumed. He urged that the occupation of the New Hebrides must become permanent, and that the claims of England and Australia to the islands were I unwarranted. He advised the Government ; to appease the fears of the people of ! Australia that a convict station would be ioimed at the New Hebrides by giving an absohite jM-'omise to the contrary, aud he counselled the establishments of a protectorate over the Solomon Group and the whole of the Society Islands. January 23. The popularity of General Boulanger, Minister of War, is exciting the jealousy and fears of the Moderate Party in the Cabinet as well as the Press. The " Extremists " eulogise the effervescent patriotism and vigour which he displays. SYDNEY, January 24. It is expected that Parliament will be dissolved on Wednesday next. Sir H. Parkes will expound the policy of the Government in the House to-day. The weather is unsettled, and much rain is falling here and in the country districts. A 250 yards race between Hutchins and Malone took place to-day. The former led all the way, aud won easily. Time, 25]?ecs. H.M.S. Nelson sailed to-day for Auckland. January 25. In his statement in the Assembly yesterday, Sir Henry Parkes farther said that the Government would propose the repeal of ad valorem duties, aud obtain as much as possible from the sale of land, though they would be no party to squaudeiing the public estate for the mere purpose of revenue. The Preussen's passengers will he released from quarantine on Tuesday next. Parliament was prorogued this morning, and the writs tor the new elections will be issued on Thursday. ADELAIDE, January 24. Latest advices from Teetulpa report that little work is being done on the goldfields. The South Australian wheat crop is not reaching the estimate previously formed, and will not exceed the yield of last year. BRISBANE, January 24. Heavy storms have been experienced in this city and neighborhood, accompanied by a deluge of rain. Railway communication is partially suspended, and some damage has been caused to shipping. The Java Government have passed a law against engagements of laborers, thus virtually stopping importation of Japanese labor to Queensland. (SPECIAL TO PRESS ASSOCIATION.) LONDON, January 21. The Foreign Committee of the United States Senate recommends thatso,ooodols. should bo appropriated for securing the efficieut representation of America at the Adelaide Exhibition. The cotton, woollen, irou, and steel trades are all improving. Mr. Ponder, on behalf of the Eastern Extension Company, will submit to the Colonial Conference a scheme for reducing the present cable rates by one-fourth. The report that exportation of horses from Germany has been prohibited has produced a market depression on Continental Bourses. January 22. In order to facilitate a visit of colonial Premiers, Sir Henry Holland proposes that the Colonial Conference should commence its sittings on March 17. QThe French Government have purchased many thousand remounts in Denmark. In Mecklenberg and Westphalia preparations are being made for frontier camps. There is a remarkable industrial revival in America. Italy's attitude towards France is considered menacing. The total quantity of wheat afloat for the United Kingdom is 2,070,000 quarters, being 100,000 quarters more than last week. Adelaide wheat is 6d lower, 38s. Adelaide flour, Gd lower, 275. New Zealand wheat is unchanged, the lower qualities selling at 345, best qualities 38s. New Zealand mutton is selling at from 4kl to 4=fd per !b.
