(EEUTEK'S TELEGRAMS.) LONDON, January 24. The Times to-day publishes a paragraph stating that the Russian Government has proposed that the Powers shall instruct their envoys in Constantinople to negotiate for a settlemeut of the Bulgarian difficulty while the Bulgarian deputation is in this city. ST. PETERSBURG, January 23. The Journal de St. Petersburg publishes an article to-day, in which it states that most of the European Cabinets have received with favor the efforts made by the Russian Government to settle the Bulgarian question. The first and most essential point in arriving at a settlement will, it states, be to restore a legal Government to that country, and then to arrive at an agreement as to a successor to Prince Alexander.
